THE LIMITS AND DIRECTIONS OF A RADICAL CITY REGIME: THE CASE OF BURLINGTON, VERMONT
Abstract
This dissertation specifies what the limits and directions of reform are at the local level, using the experiences of a radical city regime as a valid test of what the boundaries are. A study was made of Burlington, Vermont's socialist headed government covering the years 1981 to 1985. Four issue areas were examined: economic development, taxes, foreign policy, and sexual politics. It is demonstrated that attempted reforms in each of these issue areas were constrained or directed by the structures of capitalism, federalism, and by divisions within the left community which were fostered by these and other structures. In addition to analysis, series of prescriptions are offered to further democratic structural reform. This study should be useful to both left urban activists and theorists.
